Central Council Liabrary_ICAI Website

I want to know, whether the Central Council Liabrary link appearing on ICAI website, is a online liabrary, or its a physical liabrary. Whether it is useful for search of various taxation case laws and updations or not? I want to know, how much useful this website is for a CA.

Bank term negotiations

)Is the terms of NATIONALISED BANKS IN INDIA with respect to Interest Rate, Bills Discounting Charges, Concessional TT/DD charges, Import LC charges, etc negotiable OR are they governed by internal policy which has to be strictly complied?

2) How does one go about negotiating the above mentioned terms ? Does one has to get the quotation from various banks before getting into negotiations ? I request the experts to please share their personal experiance in this regard in detail.

Please answer both questions separately

Dear All,

I am doing financial analysis of a cooperative society. there are many funds i.e. donated special purpose funds. How do i treat them while calculating different ratios
do they come in equity? if i have to comment about sustainability should i treat these like long term debt? Please help me. also there is some interest subsidy. Actual Interest rate for a loan is 10% but the funder is taking 8% and remaining 2% is transfered to some development fund. How do i treat these. Please help me
