Can we sent the Share certificates after sub-division of share capital by way of hand delivery or it is mandatory to sent the share certificates by registered post only

The sharehodler are our inhouse shareholders. And our company is lisited company.

And we had dispatch the balance share certificate to our RTA for dispatching, but they are demanding from us the postal receipt of the share certificate of disptach

When there were only two/three directors on board one of director die. .now board has only one/two director in Pvt. Ltd./ Pub. Ltd.!!! My question is whether one/two director can appoint another one as director ??? in what basis as additional director?? Or as casual vacancy???
