Sir, i have a doubt about the last date of articleship registration?

one of my friend cleared his IPCC in May 2013 exams.. but he still not yet registered for articleship. So i want to know the last date of articles registration so as to eliginle for appearing CA final exam in May 2016.

within how many days we need to send transfer form to institute?is it 30 days or 15 days?
