what is the liability of contractor & contractee in case of civil contract and what if value of total service provided by contractor doesn't exceed 10 lakhs

Contractor is not liable to pay service tax if his total contract value for the year doesn't exceed 10 lakhs.
But contractee is liable to pay service tax under reverse charge.
But contractee is liable to pay service tax under reverse charge.
