How can we identify that a company belongs to small medium and large scale. Is there any specific limits in the turn over or capital?

If 15 Months training for Company Secretary is entered with a company. Is it necessary to execute a agreement with a stamp paper? Prospectus of the institute tells that stamp paper is required only for training with practicing company secretaries. Pls clarify on this issue at the earliest.
