15g against tds

I have commission income & My income is not taxable. Now one pvt company want to deduct Tds against my commission income.
Can I give him 15G?
because i got 2 different answers from 2 different CA's. One said you can give & other said you can't give.
Please give reply..

No you can't give, only it can be given to banks against tds on interest payments.

Means if I have a interest income thenafter i can't give Form 15G,because it is applicable only for Bank Interest Payment Transaction against Section 194A?

My Party has a Online Trading Business, Now, Snap Deal give Invoice to my party as below amount,
Packing Facilitation Fees - 1334.00
Payment Collection Fees - 3356.00
Marketing Fees - 14600.00
Courier Fees - 7554.00
Service Tax @ 14% - 3758.00
Total Amount - 30602.00
Now, let me know TDS amount?
In which amount I have to deduct TDS? Thanks
