ON CAPITAL GOODS INPUT VAT 33% IN THREE YEARS IN DELHI SEE YOUR STATE VAT RULE.

Agree with expert Singh and as per Sec 19(3)(b) of Tamil Nadu vat Act'2006 it would be available over a period of three years if such capital goods are used for the business of taxable goods under VAT.
