A PERSON ASKING FOR PAYMENT TOWARDS FREIGHT FOR Rs.22000/- it is one time payment I just want to want whether TDS should be deducted or not.

TDS not required to be deducted if PAN is provided. Even if PAN is not provided in this case TDS deduction is not required as the bill amount is well below the threshold limit of Rs 30000/-
