TDS on supply of snacks

If a party supplies per month snacks(biscuits,butter,butter,etc..)to a company but there is no contract between them. per month company sends a PO dat these items are required...
1) Then on such supply whether TDS to be charged??
2) Whether PO defines in any way the applicability of TDS??
