Tds on purchase of material from non-contractor

Is TDS applicable on Vendor with whome no contract has sign but purchasing material on monthly basis from same vendor? Here we are having vendors like (Stationery, Housekeeping Material and Tea & Coffee.Pls advice on this.

No TDS not applicable in the given case as the same is a purchase transaction.
