Tds on payment to taxi operators

I understand that payment to taxi service providers (for company employees e.g. from airport to company ) is not covered under the provisions of TDS u/s 194 I. But if the tds needs to be deducted u/s 194 C

If its regular in nature and under a rate contract then Section 194C will apply.
