As per the negative list of services on service tax rules (Notification 25/2012 issued on 20th June 2010) from July 2012 onwards, the service tax is applicable on all types of reimbursement bill.

As per service tax (determination of value) rules, service tax leviable upon the reimbursement of expenses incurred by service provider in providing the taxaxble services except the expenses incurred in his capacity as PURE AGENT....

The Serice tax will be charged on the bill if you are not acting as pure agent.
The concept of pure agent was earlier also and there is no change with regard to the taxability of service tax on reimbursement after introduction of negative list
