Revenue grant taxability

Hello All,
I want to know whether revenue grant receuved from govt. is taxable or not. We have expense against that grant but not sure whether to treat whole grant as income for taxability purpose or what..?

Adjust the expenses against that grant and carry over to next year for future expenses. No further expenses then only it is considered as income and taxable.
