Yes. Any contribution over and above prescribed limit is known as "Voluntary Contribution" by the Employee. Of course, Employer has no obligation to provide his matching contribution for the Employee's Voluntary Contribution.
From practial point of view, it is not advisable to opt for Voluntry Contibution to Provident Fund
