how under cost plus pricing strategy it is difficult to predetermine capacity utilization?

Based on industry standard/past performance it can be fixed. See the tariff regulation of power generating companies the capacity utilisation is fixed at 90% for coal fired boilers and at 75% for lignite fired boilers.
