Ipcc to ipc

dear sir,
i am a cpt cleared student and applied for ipcc in the year 2011.
now in 2013 as the new rule has come that we can start our articleship after clearing b.com.
i havent yet cleared ipcc.
but i have cleared by tybcom.
so is there any provision that i can convert and start my articleship?

Why is it that very rarely we get to see CA people going for Civil Services? Should I also leave the hope of doing it after seeing the statistics?

Can anyone pls tel me when I wil be able to write my Final xam??? In NOV 2015 or MAY 2016...
