Cenvat Credit

Hello Friends, i have a query regarding accounting of Excise in case of PSU which is mainly a service provider, but also has some manufacturing units. How to account Excise in case Manufacturing unit is transfering/selling to service providing unit. Like in case of BSNL if one of its factory delivers capital goods or goods which will form capital goods to its service providing units and it does not have centralised system for service tax. Is cenvat eligible in this case, than under which rule

We currently make the excise bills for our manufacturing firm manually which has four copies with double sided carbon inserted in between.

We are willing to switch to computer generated bills. Do we need to have double sided carbon paper in the printer or we can print one copy at a time without carbon copy. Are there any other specifications. Has the excise department issued any notification or circular in this regard.
