Just confirm me that year of membership taken is exempt from compliance of CPE hours if i am holding holding COP from 15/08/2015 and required to complete only 30 hours in year 2016.

I'd like to purchase an agricultural land from a gentleman who belongs to the SC tribe. He's willing to sell his land to me at the prevailing market rate.(I'm OBC).
The land record khatauni shows the catagory as 1-'kha'.
I've been told that such a land can be purchased without a problem by registering the land in metres and not bighas.

The land is situated in Uttar pradesh, and I'd like to know what shall be my course of actions to purchase such a plot.
