Can any one tell me the accounting procedure of bill and Entries made for Excise, VAT, Service Tax, what is mean by Cenvat credit how to take it and so on please help me

is tds is applicable on purchases.limit crossed is Rs 40000,tds will apply on the after knowing that it is contract or even if it is not a contract it will aply

Whether can I file a suit against State Govt. for nonpayment of AUDIT FEES for 2008-09 in spite of lot of telephone and reminder letter? All the reports etc. have already submitted together with our professional Bill.
