Deduction of PF

Whether PF is mandatory for all employees.
If the organisation is having employees 40.
lets assume 20 employees getting less than 6500/-(basic+Da) this employees will come under obligation to deduct PF.
And remaining employees getting More than 6500/-(basic+Da)this people will come under optional.
my doubt is is it mandatory for the company to deduct PF irrespective of the salary the employee is getting to the extent of Rs 6500/-
OR the company can make deduction for the employees who is geeting less than 6500/- and leave the other employees.
whether it is allowable under the Act

Deduction of PF for employees drawing salary of amount eceeding Rs 6500/- at the time of their appointment is not mandatory. In other cases it is mandatory.
