CST PAYABLE(LIABILITY) CAN BE SET OFF AGAINST VAT REFUND AT THE END OF EACH MONTH..?

yes , you can adjust the cst payable liablity against vat input credit on each tax period before filing vat return.once you have filed the return and claimed refund, subsequently you can not adjust the tax liability against vat refund.
