A person has not filed his itr for a. Y 2021-22, Can he file updated return in income tax if his tax liability after rebate u/s 87A comes to nil. Please guide

Yes, it can be filed with additional tax liability of 25% over aggregate tax liable, as penalty.
Better to file ITR u/s. 119(2)(b) of IT act..
