MY CONTRACT INVOICE VALUE IS 65000. WHETHER TDS U/S 194C WILL BE APPLICABLE ON ME AS I WILL PAY 15000 PER MONTH SO THAT SINGLE PAYMENT DOES NOT EXCEED 30000.

Yes TDS will have to be deducted. Since single bill is crossing Rs 30000/-.
