I want to know TDS rate for payment of professional fees to Nigeria

Thanks for prompt reply, i want to share that i had read somewhere that TDS rate of 25.75%(Including Cess)will apply for F/y 2013-14 in case assessee is not having PAN. Is this right or not ?
