Are we legally correct by not deducting any TDS on payment of membership fee to the Chamber of Commerce? If we are liable, how?

YES SIR YOU ARE CORRECT AS IT IS MEMBERSHIP FEE AND NOT PAYMENT FOR PROFESSIONAL OR TECHNICAL SERVICES. SO TDS NOT TO BE DEDUCTED.

What if, the payment is described as "Participation Fees"? Anyway, pls share me your views how a payment made to "Chamber of Commerce" be brought within the purview of TDS by the IT Authority?

Although Old Query but Replying due to recent ITAT Rulling:-
Any Membership Fees/Subscription Fees Paid to Such Institute are not covered under TDS.
As said by Sanjay ji, this doesn't amount to Professional or Technical service.
