what is the Reason for No deduction of TDS on Electricity Bills even though it is providing services to us?

Read the scope of section 194 C, the scope has not covered the same hence tds is not deducted....

Every service is not covered under the TDS provisions. Only Technical and certain professional services are covered.

You may also treat the same as a transaction of purchase of goods in the form of "electricity", which does not attract TDS.
