Its a purchase transaction & hence no TDS.

What I understand from Betacam that it is a film on storage media. If this understanding is correct, TDS is applicable u/s 194J royalties, however the amount of payment is covered under threshhold limit as prescribed in the section i.e. 75K I believe.
