Tds of transporters under union

Dear Sir,
We have a plant at Himachal Pradesh, Baddi. There, we are transporting our goods through Nalagarh Truck Union. They give the bill in the name of Nalagarh truck union. but they also mention the name of truck owner with his PAN. Truck owner is ready to give declaration that he is owning less than 10 trucks during the year.
Payment is done on cash basis.
My question is under whose PAN we need to deduct TDS. on union PAN or on Truck owners PAN.
secondly, how will i satisfy TDS authorities with such documents.
Please guide.

With whom you have the transportation contract and bills are raised by union / owner?
If union - Union PAN relevant
If owner - Owner PAN relevant.
If union - Union PAN relevant
