Service tax applicability on manpower

Sir,
I am working as Manager (Fin.) for a public sector undertaking, my queries are as follows.
1. We gave some of our accounts work to outsourcing payment is Rs. 14960.00 per month as per contract, is this attract service tax how much to be deduct? In the contract we have not mentioned anything about taxes.
2. State Govt is deputing 6 home guards to our organization for security purpose payment is Rs. 65000.00 per month, is this attract service tax how much to be recovered and remit to central govt.?
3. We are making payment of Rs. 20000.00 towards rent of our office building whether this attracts service tax how much to recover at what rate.
4. We are paying Rs. 5000.00 to our office vehicle driver as per agreement/contract with travel agency, whether this attracts service tax how much to recover at what rate.
All the above services abatement applicable or not.
kindly guide us with solutions thanks in advance.

In your case only service provider will pay the service tax if they are under ssi, no need to pay service tax.
