if salary of an employee is below 200000, is employer required to deduct tds u/s 192 while paying him salary?

TDS deduction required only if taxable income after all the deduction is more than exemption limit. In the given case TDS deduction not required.

No TDS should be deducted in your case as the salary is below the minimum taxable limit ie Rs 200000.
