Refund of st paid under rcm

If service tax is paid under Reverse Charge and Cenvat credit of which can not be taken due to that there is no output service and no other setoff available. So in this case Refund of ST paid under RCM is possible ?

As there is no out put service, refund of ST can't be claimed for service tax paid under RCM
