I don't have a vat registration number, shall I have to apply for vat to get gst number

No one can directly enroll into GST,he should have Service Tax or VAT or Excise Registration for migration.

Everyone knows that the portal for direct registration to GST will be opened by department.
But most of layman don't know that TODAY they cannot make direct registration into GST.
