Is TDS is applicable on payments made for purchase of software? If so, what is the rate?

No, TDS is not Applicable in case of Purchase of Software as this is a "purchase" of Goods/product and not the service or profeesional fees. However the Installation charges would be liable for the TDS Deduction u/s 194C and profeesional services related with S/W would be covered u/s 194J.
