one of my client ,a charitable institution wants to file ITR electronically .the PAN is already registered but forget the password and the registered mail id is also don't know ..How they can recover the PAN password

You can reset password through DSC. Create DSC and reset password through upload Digital Signature Certificate Option.
If you have a e-filed your return earlier then you can reset with acknowledgement no and Bank account number.
