26 May 2011 at the time of making application of a person whether it is required to have photo of the assessee in identity proof.....

Signature of minor will be required since case of representative assessee

28 May 2011 Photo ID is not a must for identity proof. Only any one of the documents listed in following link will serve the purpose:

In case of an application for PAN of a minor, signature of minor is not required. The application has to be signed by the guardian of the minor.
