Yes this news is there but no official notification by CBDT in this regard so you can continue to submit through ordinary post but it is highly advisable to submit through speed post only.

there are two separate official communications. one for the old ITRV pending for years for which the department asked for submission only via speed post and then another one only relevant for last AY for which both - normal and speed post - was permitted.

the circular 04/2014 relevant for past years - AY 2009-10 to AY 2011-12 - only speed post option was given.
For AY 2012-13 and AY 2013-14, notification for extension for receipt of ITRV, which was subsequent to the aforesaid circular, provided for speed post as well as normal post.
