i have applied for ipc for II group may 2013, till i have no perpetration can i cancel or postpone the attempt (nov 2013), or can ICAI refund my exam fee.

No you cannot cancell now for your May attempt. No refund is given by ICAI.
You have to give the exam. If you don't want to give that will be counted as your Attempt.
