what is the procedure of making complaint in IT deptt. if someone have huge black money in cash and does not pay proper taxes.

You can write to Commissioner of Income tax near to you with a copy to chief commissioner, disclosing your name or anonymous. If you disclose your name you will get a reward of 10% of tax collected subject to a maximum of 15 lacs.
