An Indian Company hired some professionals from Foreign enterprises and making payment directly to the Foreign Enterprises on the basis of number hours . The Foreign Enterprises has no permanent place in India.Is Indian Company Liable to pay Service Tax.

If provided in India then there is a liability on the indian company under Sec 66A.
