will services provided free of cost form part of turnover/receipt for the purpose of considering basic exemption limit under service tax?

The value of free services rendered should be determined as per rule 3(b) of the Service tax(Determination of value Rules)2006 and the value thus arrived at should be included to determine the threshold limit
