If form 2 is not filed within 30 days what is the penalty?

No need to worry at all.
You have to pay additional fee as late filing fee in addition to the normal ROC fee.
When you upload the form 2 on MCA site a challan appears with normal and additional late filing fee. Simply pay the same.
Keep checking the status of your form on MCA site.

if additional fee is paid, contravention still is subject to legal action by ROC, although in actual action is not being taken by ROC in these cases.
