Mr. X is having his proprietary CA Firm in Mumbai. Now he wants to open one Private Ltd Company. Can he become the director of that company

Yes, he can be a director of new company with the permission of the Council.
There is no restriction for appointing him as director of new company. But also keep in mind that a a statutory auditor of the company can not be appoint as director of same company.
