Can Cenvat On purchases be adjusted to service tax Payment

Hi Sir,
Please suggest me that on purchase of manufacturing goods from manufacturing company in the bill they put cenvat can we avail the cenvat against the payment of service tax

Input cenvat credit can not set off by service tax liability.
Please pay service tax liability by GAR7 Challan.
