Suppose A is selling the Agricultural land to B. B has the Approval of Authority to Develop the said land for Non Agricultural Purposes.The said approval was given to B prior to Execution of Sale Deed Between A & B. Will Because of Approval Given to B, the same Land will be Treated as Non Agricultural land in the hand of A. The said Agricultural is Beyond the Limits of Municipality.

If an Agricultural Land is Outside the limits of Municipality, then as per the Definition of Sec 2(14), it won't be treated as capital assets for Capital Gain Purpose. But if no agriculture operation is carried on the said land,then whether there will be same treatment? is it necessary to have agricultural activities on land to treat the same as agricultural land?

I had cleared my inter examination now IN NOVEMBER 2013 i want to get myself registered for CA-fianl,but i am very worried due to new company act 2013 as due to this changes it will affect syllabus of many subjects OF FINAL ,so i want to ask when should i got myself register so it will be good for me according to changes that will going to take due to new companies Act 2013.should i get myself register so that i will get the books from institute and start my preparation?
