IS IT SUBCONTRACTOR IS LIABLE TO SERVICE TAX FOR THE WORK WHICH IS UNDER SERVICE TAX EXEMPTION ?

I.E WORK OF PIPE LINE FOR WATER OF GWSSB (GUJARAT WATER SUPPLY & SEWAGE BOARD) ALLOTED TO MAIN CONTRACTOR IS EXEMPTED FROM SERVICE TAX. WHAT @ SUBCONTRACTOR

if transporter gets commission from supplier then he is liable to pay service tax or not??

if he is liable to pay service tax so under which notification will be applied?

What are the formalities to be followed in regards to Articleship extension if extension period is to be served under different Principal? Is there any prescribed fees in this regard?

I have completed my 8 months of articleship altogether. At my present office, I have spend about 2 months and now I want transfer from the firm because of the bad behaviour of the boss and the abusive language used by him while talking. But as I asked him for giving me transfer, he said that he hadn't given any transfer within his 35 years of practise, so its his theory of not giving transfer to any article. Once anyone has been admitted, he will remain there till the completion of his tenure. So I request you to pls help me out on this issue. What can I do on a safer side to get transfer from this firm. Pls help me out.
