If a chartered accountant wants to do phd in economics/public administaration,what are the top universities imparting phd in india for the same.

Please suggest me some.

I have cleared pcc in my 1st attempt in may10..as per icai announcement i am eligible to gibe final 6 months before i.e nov11.earlier it was may12.
i am currently doing articleship and is little bit confused whether to continue with it and give final in nov 11 or join industrial training and give finalin may12

I have completed my icwa in December 2009 at my 1st attempt & obtained 54.25% marks in aggregate.
I Just want to know that where i can register for PHD & whats the eligibility for that & also it is not possible for me to go for Regular course cause i am in job.
So please help me in this regard & give me details.
I Dont know what i have to do but except that i want to be a doctorate.

can practicing company secretary(whole time in practice) become director of company.If appointment date is of 2002(in reality doing right now but showing date of 2002 yr.)and right now din 2and 3 is made and filed.
Is it legal to do like that if yes than how?
