Does the ICAI have regulatory powers to monitor the CAs apart form conducting exams and training students?

Hello sir, I am in class 11 and I want to become CA and i haven't opted for mathematics but I am good in mathematics specially in calculation will I be facing any problem in completing CA course? Please help me. I have also heard that an average student can never qualify ca is that so?
