Can a qualified C S with 15 months training already being completed has now joined C A course and doing CA article ship with a cA firm become a whole time company secretary of a company ?

Its been more than 3 months since i have applied to become an expert for CCI. But since then it has been observed that neither my request is approved nor cancelled. Even im not able to cancel it on my own and apply fresh. There are many questions, i have come across which i could have answered. But not being an Expert, im helpless.
Request to suggest the way out.

i Have filed return of P.Y.2011-12.Before Due Date i.e.31/08/2012 there is a refund of Rs5000/- According to Tax Rules.
I want to when this return will be Transfered to My Account.
