Take over of housing loan from another bank is whether fund base loan or non fund base loan

Sir i want to know how a bank knows whether a person ha taken any loan previously from any bank or his loan has been rejected by any bank & for what reason it was rejected can bank knows?
if yes from where?

I HAVE RECEIVED MY COP FROM 24/07/2012 AND I HAVE REGISTERED AN ARTICLE FROM SEPTEMBER 2012 BUT TODAY i.e.28/11/2012 i come to know that there is a recent notification of icai that in first year of practise we can't register an article clerk.
so i want to know that whether it is true if yes what procedure i as a member and my article has to take.

another thing is that till this date my article has not received any letter from icai regarding his registration.

I would like to know whether sundays & other major festival holidays are counted as a leave or it is to treated as period of duty, during the period when an article is in a leave for exams..suppose an article is in a leave for 3 months then sundays & major festival holidays during that period shall be counted as leave or period of duty. please help me out.
