How many attempts of IPCC can a person give in one registration?

Sir I have cleared ipcc group-1 in the month of may 2013 and have joined articleship in october month when will be my final attempt as per rule

A BILL IS FIRST TIME PRESENTED BEFORE PARLIAMENT SAY ON SEPTEMBER, 2011 AND IT IS PASSED BY BOTH THE HOUSE AND GET THE ASSENT OF PRESIDENT IN SEP'13.
NOW MY QUESTION IS CAN THIS BILL WHICH HAS NOW BECAME ACT BE GIVEN EFFECT RETROSPECTIVELY BEFORE September 2011 ie the date when it was first presented before the house.

Sir in the 2nd or 3rd year of articleship if an article wants transfer and his principal is ready to give it.then we have to first take permission of the institute then whether the institute will give the permission or not..plzz reply..

During audit of a bank, I found a CA' certificate on capital employed and audit report. On which CA's seal contained membership no. 40**51, that means above four lacks, however my recently CA cleared friend's mem. no is around 150000. the above CA is FCA, then how can this be possible that his mem. no. is above 400000?
